The Steam Market is officially back after 17 days of closure. Here's exactly what changed, what you can and can't sell, and how to adapt your listing strategy for the new rules.

Hello, This is the <TBH: Task Bar Hero> development team. We would like to share today's update details. With today's update, the Steam Market has reopened, and a hotfix has been applied to stabilize the Market and resolve major bugs.
Immediately after the Steam Market reopens, Market server traffic may surge all at once. Please understand that a queue of up to 1 hour may occur right after the update.

- 4 listing slots per player. 8-hour cooldown per slot. (Once listed, the item listing cannot be canceled.)
- Listing and sale buttons may not activate on some accounts for about 30 minutes to 2 hours after the Market opens.
- The top 3 grades (Cosmic, Divine, Celestial) are restricted from listing for the time being. (*Soulstones can still be listed.) These will be unlocked once market conditions stabilize.

The Market Is Actually Open This Time
Unlike the June 15 update (which was just a server migration), Ver 1.00.21 actually flips the switch. The Steam Market is processing trades again as of June 25, 2026 PDT.
That said, don't panic if you don't see your listing buttons right away. Steam needs time to propagate the market state to all accounts - expect 30 minutes to 2 hours before your listing and sale buttons activate. If you hit a queue screen when opening the Trade Ship, that's normal. The devs warned of up to 1-hour queues during the initial traffic surge.
The queue exists because the dedicated server is still ramping up. Steam's infrastructure was never designed for 500K+ concurrent market users on a single game. The new server handles listing validation, but the actual buy/sell pipeline still runs through Steam.
4 Slots, 8-Hour Cooldown - How It Actually Works
The new market rules we previewed on June 15 are now confirmed and live:

Critical new detail: you cannot cancel a listing. Once you put an item on the Trade Ship, the 8-hour cooldown starts regardless. This means:
- If you misprice something, you're stuck for 8 hours - or until someone buys it
- You can't rotate items out mid-cooldown to test different price points
- Each slot commit matters. Don't list junk just to fill slots
With 4 slots and an 8-hour cooldown per slot, each slot cycles 3 times per day. That's a maximum of 84 listings per week per account (4 slots × 21 cycles/week). Compare that to the pre-closure era where bot accounts could push 200+ listings a day - the supply side has been crushed.
Cosmic, Divine, Celestial - Blocked From Listing
The most surprising restriction: the top 3 grades (Cosmic, Divine, Celestial) cannot be listed on the Market at all for the time being. The only exception is Soulstones of these grades.
The devs' stated reason: they want to monitor market conditions and trading volume before allowing the highest-tier items to flood in. Understandable - if you let every Cosmic-grade weapon hit the market on day one, prices would crater immediately.
What this means for players:
- If you have Cosmic/Divine/Celestial gear: hold onto it. When these grades unlock, early sellers will command premium prices before supply catches up
- If you're farming for profit: Beyond (rank 7) is the top sellable grade for now. Soulstones at any grade remain sellable, including Cosmic+
- If you're buying: the market has mostly Legendary-grade items right now. Prices should be competitive due to limited supply competition
This restriction is temporary - the devs will announce once market conditions are stable enough to lift it.
Ver 1.00.21 Bug Fixes - What Got Fixed
The patch includes several fixes that address community complaints since the server crisis began:

The Skill Level +1 fix is the most consequential one. If you've been using gear with "All Skills +1" or class-specific +skill mods, your actual damage output may have changed - check your stats screen after the update.
What to List Right Now
With the top 3 grades blocked and only 4 slots available, listing strategy matters more than ever:
Priority 1 - Beyond and Arcana gear with good stat rolls. These are the highest-tier items that can actually be listed right now. Check the Market for comparable items and price 5-10% below to move fast in the early rush.
Priority 2 - Legendary gear with good rolls. Still very sellable. Price aggressively since supply of Legendary-tier items will be the most abundant.
Priority 2 - Soulstones (any grade). These are the only item type from the blocked tiers that can still be listed. Cosmic+ Soulstones are especially valuable since demand will outstrip supply.
Skip - Low-roll Legendaries. With 4 slots, don't waste one on a mediocre Legendary that'll sit for days. Salvage it or use it for Cube material.
Skip - Anything below Legendary. Can't be listed anyway (Ver 1.00.07 rule). Salvage or NPC.
The golden rule for the new market: List high, sell fast, rotate slots. Your bottleneck is slot time, not item supply. Every hour a slot is filled with a slow seller is an hour you could have sold something better.
What Comes Next
This is the first time the Market has been functional since the June 8 shutdown, but it's clearly in a restricted state. Three things to watch:
- Cosmic+ unlock schedule - the next major market event. First week will be volatile as the first wave of high-tier items hits the board
- Slot limit adjustments - the current 4-slot cap feels tight even for legitimate players. If the bot problem is under control, don't be surprised if this moves to 6-8 slots in a future patch
- Price normalization - expect 2-3 weeks of price discovery as buyers and sellers adjust to the new supply constraints
The Market is back. It's not the same Market. Play it smart.
